Specifications:

  1. PART is seeking bids for repairs, resurfacing sealing and restriping of the Graham Park and Ride lot. The contractor shall furnish and install materials in accordance with these specifications. Below is the identified need for this project.
    1. Fill all cracks and seams throughout entire area.
    2. Provide seal coat for entire area.
    3. Restripe parking spaces, turn marking, crosswalk markings in similar layout as existing.
    4. Provide EV vehicle spaces with specific markings for EV charging station.
  2. The proposer shall provide a timeline for completion of the project including identifying number of days the parking lot may be inaccessible.
    1. After hours and weekends is a preferred choice for not interfering with regular everyday use. The bid sheet provides this for any price difference for when work will be conducted.
  3. The awarded company shall appoint a project coordinator to be the sole point of contact during the duration of the project. The coordinator must have the ability to fluently read, speak, and write in the English language and be on the project site at all times during the work process.
  4. The contractor is responsible for damages to PART property and shall immediately notify the assigned PART staff member of such damages.
  5. The contractor shall safeguard the project areas at all times for the safety of PART staff and riders.

Sealed bids will be submitted to Andrew Sowers, Grants and Procurement Specialist, 107 Arrow Road, Greensboro, NC 27409, no later than 4:00 PM on September 28, 2023. All bids need to be clearly addressed and marked IFB 03-GRAHAM-2023 on the outside of the envelop. Electronic and facsimile submissions will not be accepted.
It is the responsibility of the bidder to assure the bid is received in the manner and time specified herein. Submissions received after 4:00 PM on September 28, 2023, will be returned to the proposer.
The Piedmont Authority for Regional Transportation reserves the right to reject any and all submittals and to terminate the Request for Bid process at any time.
Qualifications:
General Requirements
1. Requests for technical information should be referred to Andrew Sowers, Grants and Procurement Specialist by email at purchasing@partnc.org.
2. Once the Contractor is given a NTP (Notice to Proceed) work will be completed in no more than 60 days.
a. The contractor must provide PART with 14 days’ notice prior to the closure of the parking lot.
3. Term of Payment: Net 30 days.
4. For projects exceeding $30,000, Contractors must submit evidence that they are properly licensed as required by Chapter 87 of the North Carolina Licensed General Statues to bid and perform the work described herein as the general contractor. The General Contractor must be licensed in the state of North Carolina and be fully informed of all Federal, State, and local laws, ordinances, and regulations.
5. Any exceptions or additions to these specifications must be explained in detail and be approve by PART.
Miscellaneous:
There will be a pre-bid conference Thursday, September 14, 2023, at 2:30 pm on site at the Graham Park and Ride located at 824 S. Main St., Graham, NC 27253 (the intersection of Highway 87 and Crescent Square Drive).
