The Agency requests Proposals for the manufacture and delivery of heavy duty low-floor buses in accordance with the terms and conditions set forth in RFP 01-Rolling Stock-2025. The Contract shall be a firm-fixed-price Contract. Specifically, the Agency is requesting the following types of buses: 30’, 35’, and 40’ diesel and hybrid low-floor buses.

A Pre-Proposal Meeting will be held on Tuesday, December 2, 2025 at 10:00 AM at 107 Arrow Road, Greensboro, NC 27409. Proposers may also participate via conference call. The call-in number and instrucitons will be made available at Bid Postings • PART, NC • CivicEngage or may be requested from by 9:00 AM on December 2, 2025.Following this meeting, agency vehicles will be made available to proposers to view. This option will not be available for remote participants. Prospective Proposers are requested to submit written questions to the Contract administrator, identified below, in advance of the Pre-Proposal Meeting. In addition, questions may be submitted up to the date specified in “Proposed Schedule for the Procurement.” Responses will be shared with all prospective Proposers. Prospective Proposers are reminded that any changes to the RFP will be by written addenda only, and that nothing stated at the Pre-Proposal Meeting shall change or qualify in any way any of the provisions in the RFP and shall not be binding on the Agency.
